Cell groups of a church which has the apostolic dimension exist to win people for Christ, provide fellowship for members, and build strong partnership for extension.
•  A cell group starts with one leader, two interns, and two members, aiming to plant twelve cells eventually.
•  It begins as a Discovery Cell, transits into a Fellowship Cell and matures into a Discipleship Cell.
•  It grows from evangelistic, to pastoral, and partnership in three stages.

1. Evangelistic stage
In the first stage of its development, a cell group concentrates on WINNING people.

a. Team effort in starting a cell group
A cell group begins with teamwork and combined faith.

•  A member who has completed the entire Discipleship Program (Discovery 101, Discipleship 102, Ministry 103, Christianity 104, Leadership 105, & Vision 106) and is winning people to Christ (A from Cell F25) is sent out in prayers and with an impartation to plant a new cell. A becomes the Leader of the new Discovery Cell A94.
•  The sending cell (F25) gives him two members who have completed 101 to 106 to be his Interns (1 , 2) and two founding members who have done 101 to 104 (3 , 4) to form a cell group.

b. Team effort in winning people
The Cell Leader, together with his two Interns and two members, conducts Prayer Evangelism for one month.
•  A motivates 1 , 2 , 3 , and 4 to fulfill the Great Commission. He revises with them Live with a vision (Discipleship 102 Part 2 Lesson 1). Then, Reach out to win people, Raise spiritual standard, and Recognize open door (Ministry 103 Part 1 Lessons 1-3).
•  1 , 2 , 3 , and 4 each to target to win two persons (e.g. a , b , c , d , e , f , g and h ) who are in their circle of influence. The eight persons could be the people they have befriended, close friends, colleagues, neighbors, or family members.
•  A , 1 , 2 , 3 and 4 to meet weekly for four weeks to pray for the salvation of these eight persons. Each of them also prays for them privately daily. They should fast and pray to war against the demonic spirits that hinder the eight persons from believing in the gospel.
•  Pray and believe that the Holy Spirit will convict the eight persons of their sinful nature and bring them to repentance.

A94 (DISCOVERY CELL)
Conduct Prayer Evangelism for four weeks or more.

A , 1 , 2 , 3 and 4 will return to the sending Cell F25 that meets on alternate weeks.
•  Leader of the sending cell mentors them for 30-45 minutes before the meeting.
•  They will join the meeting after the mentoring and report their progress to the group. The sending cell will pray for them.

c. Coaching Interns and the founding members
A coaches 1 , 2 , 3 and 4 to conduct Caring, Power, and Dialogue Evangelism.
•  He revises with them Care for the responsive , Minister for felt needs , and Guide people to know Christ (Ministry 103 Part 1 Lessons 3-5).
•  A trains and helps his Interns and the two founding members to evangelize, not winning people on their behalf. A , 1 , 2 , 3 and 4 use team effort to win the eight persons.
•  Invite them to attend a seeker gathering whenever it is conducted.
•  They can also use some or all of the six lessons of New Life (in Discovery 101) in Discovery Cell gatherings.
•  When a person has received Christ as his Savior, assure him of his salvation by following the instructions in point D of Guide people to know Christ (Ministry 103 Part 1 Lesson 6).
•  A , 1 , 2 , 3 and 4 to pray for the newly born again to grow spiritually and for the rest to respond to the gospel quickly.

2. Pastoral stage
When the group has some new Christians, it transits into a Fellowship Cell.
•  A , 1 , 2 , 3 , 4 and two newly born again persons can start to gather as a Fellowship Cell. Now, A94 has become F94.
•  At this second stage of development, Cell F94 focuses at DRAWING the newly born again and the responsive people.

•  Cell F25 has become a Discipleship Cell (named as D25) when most or all of its members have started new cells. Only A returns to D25 monthly for edification and mentoring.

a. Build believers to be spiritually strong
Cell F94 also concentrates on BUILDING up the newly born-again.
•  A leads the two Interns and the two founding members to coach each of the new believers to read the Bible and pray to God. Use information of Practice God's Word and Pray Effectively (Discipleship 102 Part 1 Lessons 1-2).
•  Encourage new believers to join Discipleship Program and make arrangement with the Section Overseer for enrolment. Make sure they will attend all sessions and come to classes on time.
•  Encourage them to attend a Fellowship Cell regularly. Revise with them Live in God's power , Baptism and Communion , Fellowship in cells , and Worship as a church (Discipleship 102 Part 1 Lessons 3-6).
•  Coach each one to practice the six lessons of Discipleship 102 Part 1 to stay spiritually strong.

b. Train disciples for winning people
Cell F94 also focuses on TRAINING the members to follow Christ seriously.
•  Revise in the Fellowship Cell and also coach each member on Live with a vision , Achieve much result , Operate great faith , Demonstrate God's power , Support one another , and Love Christ above all (Discipleship 102 Part 2 Lessons 1-6).

A major commitment of serious followers of Christ is winning people for Him.
•  Revise in the Fellowship Cell and also coach each member on Reach out to win people , Raise spiritual standard , Recognize open door , Care for the responsive , Minister to felt needs , and Guide people to know Christ (Ministry 103 Part 1 Lessons 1-6).
•  When necessary, coach a member who needs more help in spiritual freedom with Apply blood of Christ , Obtain God's forgiveness , Quit slavery of sin , Break generation curse , Uproot bitterness , and Walk in the Spirit (Ministry 103 Part 2 Lessons 1-6).

3. Partnership stage
When Fellowship Cell F94 has sent out most or all of the mature members to plant Discovery Cells, it has become a Discipleship Cell (named as D94). It has entered partnership with the church in the vision of reaching the world by making disciples.

a. Send members to plant cells
In the third stage of development, D94 concentrates on SENDING mature members to win people for Christ and make them disciples.
•  1 , 2 , 3 and 4 are each given two interns and two founding members (from a , b , c , d , e , f , g , h ) to start new cells to repeat the process.
•  A helps 1 , 2 , 3 and 4 to mentor a , b , c , d , e , f , g , h . At the beginning of this stage, he coaches them 30 to 45 minutes before Cell F94 meets weekly.

b. Partnership with vision carrier
The goal of a Discipleship Cell is to supply and mentor cell-planting disciples for the vision of making disciples in all nations.
•  The monthly meeting with those who have planted cells is for leadership level of edification and mentoring.
•  When A has twelve Fellowship Cells of twelve members each, he has a Section of one hundred and forty-four members.
•  Relationship between A and his twelve cell leaders is a lifetime partnership and friendship. It is pouring his life into twelve persons to accomplish the vision of taking nations by spiritual multiplication.
•  Similarly, A is accountable to his mentor. He is also associating with the eleven fellow disciples of the original sending or discipleship cell.
•  A should pick and mentor people of the same gender and leave those of the opposite sex for the Section Overseer to relocate them. Fellowship Cells can have both genders but Discipleship Cells should be gender homogeneous to prevent relational complications to occur in a long term partnership.
